With reference to your Despatch No. 290 of

the 4th. September last, I have the honour to inform you that designs for the Post Office and other Goverment Offices were invited in December last by the Notification of which I en-

You will observe that the conditions as

to premia were somewhat altered from what was set down in the

Particulars of Competition which accompanied Sir Willien Gascoigne's Despatch No. 299 of the 9th. of July, 1902.

In those particulars it was stated that a

premium of $2,000 would be offered for the successful design

and a second prize of $750 would be given for the design next

in order of merit. It was added, under the heading "Ownership

of plans etc." that in the event of the author of the premiated

design being engaged to carry out the work under the general

control of the Governor, the premium would merge in the Commis- sion to be paid, which will be 5 per centum upon the gross ex- penditure on the building including all permanent fittings

but exclusive of shipping freight and Agent's charges on

material obtained from Great Britain, and of all monies paid THE RIGHT HONOURABLE
